The National Council for Teacher Education was established in 1993 by the NCTE Act 1993 as a Statutory Entity of the Government of India. Before, NCTE was a component of NCERT as a state and federal advisory organization for teacher education issues. As a first step towards revamping the teacher education system, the National Policy on Education (NPE) of 1986 and the Plan of Action that followed envisaged a National Council for Teacher Education with statutory standing and the required resources.

On August 17, 1995, the National Council for Teacher Education became a legislative entity under the National Council for Teacher Education Act, 1993 (No. 73 of 1993).   • To assess applications for recognition under the Act received promptly before the scheduled day from institutions offering courses or training in teacher education.
  • To assess proposals for recognition from institutions planning to offer a teacher education training program.

NCTE PAR SYSTEM

  1. NCTE has implemented a Performance Appraisal System to ensure accountability among affiliated institutes (PAR).
  2. Each recognized institute is required to provide a yearly PAR that has been audited by a Chartered Accountant.

It helps in-

  • Examine and assess the execution of the council’s norms, principles, and standards on a regular basis.
  • Provide a proper performance rating system, rules, and a method for holding institutes accountable.
  1. If a Regional Committee discovers that an institute is not conforming to norms or standards, it may revoke its recognition.
  2. Every year, all institutes are required to submit PAR online. State and central institutes will be charged a cost of INR 5000, while all others will be charged a flat price of INR 15000.
